Title: Staffing & Skills Assessment / Organizational Development Consultant
Duration: 6+ month contract - C2H
Compensation: $70-71/hr
Work Authorization: US Citizen, GC Holder, or Authorized to work in the U.S.
Human Resources is seeking an OD Consultant to join an enterprise-wide project team to help execute regulatory-required staffing and skills assessments. The staffing assessments will consist of identifying labor demand and labor supply gaps, determining what portion of gaps require resourcing solutions, and developing a resourcing/hiring plan. The skills assessments will consist of facilitating teams through examination of skill gap data analysis and developing plans for addressing gaps. The staffing assessment framework is based on examining labor demand and labor supply against work drivers (categories of activities). The skill assessments will leverage manager assessments of skills on job profiles within an existing talent intelligence platform. Additionally, the bank will be conducting facilitated sessions with Divisions to review, refresh, and clean up skill inventories and their assignment to job codes. This consultant may also provide facilitation for that process and sessions.Success will be found through the effective and efficient leadership and in building close, constructive relationships with key partners across the entire organization.
The consultant will work with Executive and Senior leaders to facilitate, guide, advise, and challenge the staffing and skills assessment decisions and plans. Consultants will be provided with a prescribed process and equipped with communication templates, as well as support from a data analyst and project coordinator for scheduling. These assessments and the processes we are using will evolve into BAU practices for workforce planning and skill-based talent management. The consultant will work with Execution and Senior leaders 1:1, in small groups, and via formal facilitated sessions, all conducted remotely using Microsoft Teams. The OD Consultant will need to be adept at using a consultative, data-driven approach and helping leaders focus on the relevant questions at hand to respond to the regulators. The timeframes for completing the work are constrained and so the consultant will need to encourage timely execution and effectively escalate delays to the project manager and leader for support. There will be tools for tracking and reporting progress that the consultant will use.
Experience Requirements: - Developing and executing workforce skill gap assessments, preferably in a large financial institution.
- Executing staffing, resource or workforce plans that look at plans for hiring, contracting or other 3rd party relationships.
- Advising on organization development and effectiveness solutions to address skill gaps.
- Documenting work as evidence of completion of process steps.
- In part, provide some support for the facilitation that was in the original description.
- Additionally, work with Michele to get a handle on all MRA-driven staffing and skill assessment work underway across the bank and devise a governed methodology and approach. This would entail activities such as:
- Connecting with MRA owners to inventory the commitments or previous submissions related to staffing and skills assessments.
- Evaluate those commitments and submissions to determine risks and opportunities related to methods and responses.
- Develop standardized methods, and potentially playbooks, for conducting staffing and skills assessments.
- Design a governance framework for staffing and skills assessments.
- The work may also include engaging with MRA remediation teams to advise on how they plan to respond regarding staffing and skills assessments.

Basic Qualifications: - Minimum 5 years experience in project management, human resources, or organizational development
- Team player who quickly builds trust and collaborative working relationships with business leaders and partners across many groups and geographies
- Superior organizational and process skills, as demonstrated by an ability to manage multiple simultaneous projects to achieve milestones and objectives
- Ability to execute against a defined process while being agile in addressing concerns and needs of varied stakeholders.
